Illegal Dumping Enforcement / 001
This eight-hour class provides basic comprehensive training for officers with illegal dumping enforcement duties, their supervisors and policymakers having program responsibility. Topics covered include:

  • Environmental enforcement options available for local governments;
  • Using Texas Health & Safety Code Chapters 341 and 343 to abate nuisance dumping;
  • Using the Texas Litter Abatement Act, THSC Chapter 365, to control misdemeanor and felony illegal dumping;
  • Using the Texas Water Code Chapter 7 provisions to control dumping into and adjacent to water, waste oil and battery dumping, medical waste dumping and hazardous waste dumping;
  • The roles of TCEQ and local governments in illegal dumping enforcement; and,
  • Common policy issues facing illegal dumping and illegal burning enforcement programs

This class is provided by the Texas Illegal Dumping Resource Center through the courtesy and cooperation of the local agencies listed above. This class is designed for local government code enforcement and law enforcement personnel, their supervisors, local criminal prosecutors, and government managers and elected officials having an interest in expanding illegal dumping enforcement.

Coordinated Local Environment Enforcement / 002
Cities and Counties Need To Use All Their Enforcement Powers Texas state laws give enormous local environmental enforcement powers to cities and counties. These enforcement powers generally fall into the following categories: (1) municipal code enforcement; (2) criminal health nuisance enforcement; (3) criminal environmental enforcement; and, (4) environmental civil suits for violations of primary state environmental statutes and the rules, orders and permits flowing from these statutes.

While the full use of these powers has been given to local governments, fee use them to their fullest capability to create a safe, healthy and prosperous community.

This class will use a case study method focusing on illegal dumping, water pollution and illegal waste burning to show the way that communities can take a more comprehensive approach to solving local problems. We will also focus on the blocks to developing coordinated local enforcement programs and ways to overcome these blocks.

Foreclosure and Property Enforcement / 003
Foreclosures have made the jobs of code and environmental enforcement more difficult for cities and counties across the state, and things don't promise to get any easier. The purpose of this class is to focus on special problems in code and environmental enforcement caused
by increased home foreclosures and vacant properties. The instructional techniques will include (1) lectures, (2) analysis of common scenarios, and (3) participant discussion of techniques.

Working with the Mentally Impaired/ 004
This course will provide participants with a general introduction to mental illness and intellectual and developmental disabilities. Participants will understand more about these conditions, symptomology and behavioral issues associated. The course will provide a basic overview of the Community MHMR Center service system in Texas, who is eligible for services, how to access routine and crisis intervention care. Additionally, participants will engage in an interactive session to learn and practice verbal skills for preventing and managing aggressive behavior when working with special populations.

Increasing the Credibility of the Code Official/ 007
Success as a Code Enforcement professional depends on credibility. Credibility and trust are necessary for effective relationships with the public. This course examines the issue of credibility as it relates to property owners, occupants, contractors, construction professionals and the media. Study the applicable State statue and Local ordinances developed by your Municipality. Compare how various departments within your city enforce ordinances that facilitate the elimination of violations related the motor vehicles. Share how these departments can partner to become more effective in tackling a #1 violation in most areas.

Session will identify which codes each department utilized to deal with neighborhood concerns. Additionally, panel will discuss how local ordinances may be amended to help strengthen their enforcement efforts.
